He enlists counter-terrorism professionals to create “Theo” and “Sara”, two fictitious but plausible characters, complete with detailed backgrounds, who have shown an interest and sympathy online for the ISIS cause. The bait proves irresistible to ISIS recruiters, who are quickly in touch.
